COURT SETS ASIDE DECISION BY REGISTRAR 

Maseru, Apr.30 — The High Court through Justice Keketso Moahloli has on Tuesday reviewed and set aside a decision by the Registrar of the High Court in which she declined to provide Lehlohonolo Scott with a pro deo lawyer in order for him to appeal his conviction and sentence. 

This is after Scott, a convicted murderer who has been sentenced to life imprisonment for the Koalabata ritual murders, approached the same court seeking review and setting aside of the decision by the Registrar. He argued that the Registrar should have provided reasons why she cannot help him. He added that he should have been given a hearing and his status investigated.  

In his judgment, the presiding judge stated that the decision by the Registrar is procedurally unfair. He indicated that although he has been asked to substitute the decision, he cannot be expected to do so when there is not enough material before him. He thus ordered that the matter is remitted back to the Registrar so that she can consider the request for legal assistance by Scott. He indicated that the decision should be made within 15 working days adding that if the request is rejected, full reasons should be provided. . .
